Your previous post about roadside Jizo-sama is closer to the truth, I think. I must admit I am a bit skeptical about the hair rope thing, but maybe it is one of those stories that really transcends the true/false dichotomy. It certainly took lots of planning, resources, and yes, faith to haul all that stuff around. I feel much the same way when I visit Koyasan--all the huge beams, giant rock monuments, etc. many of which had to be hauled up the mountain, with no roads to speak of.
